FAQ's

The IEE (Building Assessment Report) is the modern equivalent of the ITE. While the ITE focused almost exclusively on structural safety, the IEE includes three mandatory sections:
- State of conservation: Structure, facades, roofs, and installations.
- Accessibility: Assessment of whether the building meets requirements for people with reduced mobility.
- Energy Efficiency: Energy performance certificate for the entire building.

In the Balearic Islands, the general schedule sets the following milestones:
- Buildings over 50 years old: Mandatory submission of the full IEE.
- Buildings between 30 and 50 years old: In many municipalities (such as Palma or Marratxí), a partial report focused on conservation is required.
- Public subsidies: Mandatory if the community of owners wishes to apply for grants for renovation or energy improvement.

Once the first inspection is carried out, the report is valid for 10 years. After this period, a new assessment must be conducted to update the condition of the property.

It can only be drafted by competent, registered professionals, generally Architects or Technical Architects (Quantity Surveyors / Building Surveyors). The professional must carry out a mandatory in-person visit to the property.

If the professional detects serious or very serious deficiencies:
- The necessary remedial works are specified.
- The property owners must apply for the corresponding building permit.
- Once the repairs are completed, the professional will issue a Certificate of Completion to obtain definitive approval.

Non-compliance is considered an urban planning infringement. Depending on the municipal ordinance (for example, in Palma), fines can range between €600 and €1,500 for each dwelling or commercial unit in the building.

Once completed and signed by the professional, the report must be submitted to the Town Hall where the building is located. Currently, most municipalities in the Balearic Islands require electronic processing through their digital administrative portals.
